Legal and sales policies

The terms that govern buying and using Stream Delivery by CEF.

Language. These policies are published in English. Where a translation into another language is provided and its wording differs, the English version prevails.

Terms of Service

1. Who we are

These Terms of Service (“Terms”) are an agreement between you (“you”, “Customer”) and CEF TECHNOLOGY LLC, a company registered in the State of Wyoming, United States, with registered office at 1603 Capitol Ave., Ste. 310, Cheyenne, WY 82001, USA (“CEF”, “we”, “us”).

They govern your purchase and use of Stream Delivery by CEF (the “Services”), the website stream-delivery.com, and the management panel at panel.stream-delivery.com (the “Panel”).

By requesting a service, or using the Services, you accept these Terms. If you do not accept them, do not request or use the Services.

2. What the Services do

Stream Delivery delivers one of your television channels to one operator, over SRT, HLS or RTMP. Each delivery is built by CEF’s automated systems, overseen by our engineers, and recorded in the Panel.

We operate the Services on our own infrastructure. There is no software for you to install and no hardware to buy.

We describe the Services’ capabilities on stream-delivery.com and in the product documentation. We do not promise features that are not described there.

3. Accounts

To purchase, you need an account on the Panel. You agree to provide accurate information, to keep your credentials secure, and to be responsible for everything done under your account.

You must be at least 18 years old and have authority to enter into this agreement, on your own behalf or on behalf of the organization you represent.

We may suspend or close an account that breaches these Terms, that is used unlawfully, or that has unpaid invoices beyond the grace period described in section 6.

4. Services

The Services are operated by us, not licensed to you. What we provide, and what you may and may not do, is set out in the Service Agreement, which forms part of these Terms.

In short, and without replacing that Agreement:

  • A service is one delivered signal: one channel, reaching one operator, on one URL.
  • Deliveries are built and activated by CEF’s automated systems and overseen by our engineers.
  • A service keeps its identity across pause and restart, and is paused, never deleted, so its record and billing history survive.
  • Counting starts on the day we mark a service active, not when you ordered or requested it.

5. Plans, prices and taxes

We currently offer:

Special rates are calculated for volume and for the specifics of a project.

Prices are in US dollars and are shown exclusive of any taxes unless stated otherwise. You are responsible for any taxes, duties or levies applicable in your jurisdiction, other than taxes on our income.

We may change prices. Changes do not affect a service already running until the following calendar month, and we will give you reasonable notice before they take effect.

6. Payment, renewal and non-payment

The payment method is agreed with you when your service is set up. We invoice against what our panel records as live, and we accept payment by the means we have agreed with you. Where you pay by card, it is handled by a payment processor and we do not receive or store your full card details; your use of that processor’s services is also subject to its own terms.

Services continue month to month until you ask for them to be paused or cancelled. One whole month is the minimum charge, and a service is counted for any month in which it was live at any point, including the month you paused it in.

If a payment fails:

  1. We contact you at the address on your account.
  2. During the grace period your services continue to run, and your account is marked past due.
  3. If payment is still not received after 3 days, the affected services are suspended and delivery stops.

You can restore suspended services by paying the outstanding amount.

7. Cancellation and refunds

Cancellation and refunds are governed by our Refund and Cancellation Policy, which forms part of these Terms.

In short: you can ask for any service to be paused or cancelled at any time; one whole month is the minimum charge; and there is a 14-day refund window on first purchases.

8. Support and service levels

Support is included while a service is active. Because we operate the Services ourselves, there is nothing for you to update and no version for you to run: improvements to our infrastructure apply to every service as we make them.

Questions and problems are raised on the log of the service concerned, which reaches our support team with the record attached.

Availability commitments and their remedies are set out in our SLA at cef-technology.com/sla/, which commits to a minimum Service Availability of 99.9% per calendar month for each covered service.

9. Your responsibilities

You are responsible for:

  • Providing a working origin and keeping it available. We deliver what arrives; we cannot deliver a source that is down.
  • Your own network, bandwidth, firewall configuration and internet connectivity at the origin.
  • The content you supply to us, and holding all necessary rights to transmit it.
  • Complying with all laws applicable to your broadcasting or distribution activity.
  • Keeping a way to be reached: service notices and payment problems are sent by email to the address on your account. Note that we never send a URL or a passphrase by email.

Our Acceptable Use Policy sets out what you may not do with the Services.

10. Intellectual property

The Services, the Panel, the documentation and the website, including all copyright, trademarks and other intellectual property in them, belong to CEF or its licensors. Nothing in these Terms transfers ownership to you. The content you supply remains yours; you grant us only what we need in order to carry and deliver it as you have asked.

11. Warranties and disclaimers

We provide the Services with reasonable skill and care, and we warrant that they will substantially perform as described in our documentation and in our SLA.

Beyond that, and to the maximum extent permitted by law, the Services are provided “as is”, without warranties of any kind, whether express or implied, including implied warranties of merchantability, fitness for a particular purpose and non-infringement.

We do not warrant that the Services will be uninterrupted or error-free, or that they will operate correctly with origins, networks, operator endpoints or third-party systems outside our control.

12. Limitation of liability

To the maximum extent permitted by law:

  • Neither party is liable for indirect, incidental, special, consequential or punitive damages, or for lost profits, lost revenue, lost data, or loss of goodwill, even if advised of the possibility.
  • Our total aggregate liability arising out of or relating to these Terms is limited to the amounts you paid to us for the affected service in the twelve (12) months before the event giving rise to the claim, and any service credits due under the SLA are counted towards that amount.

Nothing in these Terms excludes liability that cannot lawfully be excluded, including liability for death or personal injury caused by negligence, or for fraud.

Please read section 12 carefully. Broadcast interruptions can carry consequential losses far larger than the monthly price of a delivery. This clause allocates that risk to you, which is why your services also keep running through a failed payment for a grace period rather than stopping at once.

13. Indemnity

You will indemnify and hold us harmless against claims, damages and reasonable costs arising from the content you supply to us, from your breach of these Terms, or from your unlawful use of the Services. This includes claims by rights holders in respect of content you did not hold the rights to transmit.

14. Suspension and termination

We may suspend or cancel your services if you materially breach these Terms or the Acceptable Use Policy, or if payment remains outstanding after the grace period.

Where the breach can be cured, we will give you notice and a reasonable opportunity to cure it first, unless the breach is unlawful or causes immediate harm.

On termination, the affected services are cancelled and delivery stops.

15. Changes to these Terms

We may update these Terms. We will publish the updated version at stream-delivery.com with a new effective date, and where changes are material we will notify account holders by email at least 30 days in advance. Continuing to use the Services after the change takes effect means you accept it.

16. Governing law and disputes

These Terms are governed by the laws of the State of Wyoming, United States, without regard to its conflict of law rules. The courts located in Wyoming have exclusive jurisdiction, except that either party may seek injunctive relief in any competent court to protect its intellectual property.

If you are a consumer resident in a jurisdiction whose law grants you rights that cannot be waived by contract, nothing here removes those rights.

17. General

  • Entire agreement. These Terms, together with the Service Agreement, the Refund and Cancellation Policy, the Acceptable Use Policy and the Privacy Policy, are the entire agreement between us on this subject.
  • Severability. If a provision is held unenforceable, the rest remains in force.
  • No waiver. Not enforcing a right on one occasion is not a waiver of it.
  • Assignment. You may not assign these Terms without our written consent. We may assign them in connection with a merger, acquisition or sale of assets.
  • Force majeure. Neither party is liable for delay or failure caused by events beyond its reasonable control.

Service Agreement

1. This is a service, not a licence

CEF TECHNOLOGY LLC (“CEF”) provides the Services described here. There is no software licensed to you, no key to activate and no device to install. CEF operates the Services on its own infrastructure and delivers a result: a signal reaching an operator.

This Agreement forms part of our Terms of Service. Where they conflict on how the Services are provided, this Agreement governs.

2. What we provide

Subject to payment and to these terms, CEF will:

  • Set up and operate each delivery you request. Deliveries are built and activated by CEF’s automated systems and overseen by our engineers.
  • Record it. Each service is stamped with the date it went live, in your own timezone, and carries an append-only log of every change made to it.
  • Keep it running, subject to the Service Level Agreement, and tell you by email when its state changes.

3. What a “service” is, and how it is counted

This is the core rule, and it reflects how the Services actually work:

  • A service is one delivered signal: one channel, reaching one operator, on one URL. Two feeds to the same operator are two services.
  • A service keeps its identity across pause and restart. A fault and a restart is one service, not two.
  • Services are paused, never deleted, so the record and its billing history survive.
  • Counting starts on the day CEF marks a service active, not on the day you ordered or requested it. A request awaiting setup, or one CEF cancels, is never counted.

4. What you may not do

You may not:

  • Supply content you do not hold the necessary rights or licences to transmit. This is the important one: see our Acceptable Use Policy.
  • Resell, sublicense or make the Services available to third parties as your own service, unless you have a written reseller or multi-tenant agreement with CEF.
  • Attempt to access another distributor’s channels, operators or services, or any part of the Panel you have not been granted access to.
  • Share Panel credentials, or use an account you were not issued.
  • Use the Services in breach of our Acceptable Use Policy or of applicable law.

Transmitting content you have no right to transmit is a material breach. It allows us to suspend or cancel the affected services immediately and may give rise to claims by the rights holder.

5. Your responsibilities

  • Provide a working origin and keep it available. We deliver what arrives; we cannot deliver a source that is down.
  • Keep your credentials secure. Passphrases are encrypted at rest and shown masked in the Panel, and we never send a URL or a passphrase by email, but handing a credential to your operator is your action, not ours.
  • Tell us when something is wrong, on the log of the service concerned, so it reaches our support team with the record attached.

6. What we do not do

Stated plainly, because expecting any of it would be a misunderstanding of the Services:

  • Nothing activates or pauses by itself. Every change of state follows your request, or a decision by CEF under these terms.
  • We do not give your operators access. There are no operator accounts.
  • We do not deliver two signals on one service.
  • We never email a URL or a passphrase.

7. Suspension and cancellation

We may suspend or cancel a service where payment fails and remains unpaid after the grace period in our Refund and Cancellation Policy, where the Acceptable Use Policy is breached, or where we are required to by law or by a rights holder. Where a request cannot be fulfilled, we cancel it with a reason, tell you, and never bill it.

You may ask for any service to be paused or cancelled at any time, through the Panel. Note that one whole month is the minimum charge and a service counts for any month in which it was live at any point.

8. Term and termination

This Agreement takes effect when your first service is made active and continues until terminated.

It terminates automatically if you materially breach it. Where the breach can be cured, we will give you notice and a reasonable opportunity to do so first, except for breaches of section 4 relating to rights or unlawful use, which take effect immediately.

On termination, all your services are cancelled and delivery stops. Sections 3, 4, 8, 9 and 10 survive termination.

9. Warranty and liability

The warranty, disclaimer and limitation of liability in sections 11 and 12 of the Terms of Service apply to this Agreement in full, and are incorporated here by reference. Availability commitments and their remedies are set out in the Service Level Agreement.

10. Governing law

This Agreement is governed by the laws of the State of Wyoming, United States, as set out in section 16 of the Terms of Service.

Refund and Cancellation Policy

1. Nothing is billed before it is live

Counting starts on the day we mark a service active, in your own timezone, not on the day you ordered or requested it. A request that is still awaiting setup is never billed, and neither is one we cancel: if we cannot fulfil a request, we cancel it with a reason, tell you, and it costs you nothing.

That is the protection that matters most here, because every delivery has to be built before it goes live. You do not pay for the wait.

2. Refunds on a first invoice

If you are a new customer and the Services do not work for you, you may request a full refund of your first invoice within 14 days of its date.

To request one, email support@cef-technology.com from the email address on your account, telling us which services are affected and what went wrong. We usually reply within two business days.

Approved refunds are returned to the original payment method. Your bank may take a further 5 to 10 business days to show it.

When we refund, the affected services are cancelled and delivery stops.

3. What is not refundable

  • Months already invoiced. One whole month is the minimum charge, and a service counts for any month in which it was live at any point, including the month you paused it in. Pausing part-way through does not reduce what that month costs.
  • Invoices outside the refund window.
  • Services cancelled for breach of our Terms of Service, Service Agreement or Acceptable Use Policy.
  • Cases where the Services work as documented but do not suit your project.

4. Pausing and cancelling

You can ask for any service to be paused or cancelled at any time, from the Panel or by emailing support@cef-technology.com. It is carried out on your request; it never happens on its own.

A service is counted for the month in which you pause it. After that month, a paused service is not counted. Restarting it later is not a new service: it keeps its identity and its history, so a fault and a restart is one service, not two.

Cancelling does not produce a partial refund for the remainder of the current month.

5. Service credits

Where availability falls below the commitment in our SLA, the remedy is a service credit calculated as that document sets out, rather than a refund. Service credits are applied against future invoices.

6. If a payment fails

We do not treat a failed payment as a cancellation.

  1. We contact you at the address on your account.
  2. Your services keep running during the grace period.
  3. If payment is still not received after 3 days, the affected services are suspended.
  4. Paying the outstanding amount restores them.

7. Chargebacks

If you have a problem with a charge, please contact us first at support@cef-technology.com. We will almost always resolve it faster than your bank can.

Opening a chargeback without contacting us may result in the immediate suspension of the associated services while the dispute is investigated.

8. Statutory rights

Nothing in this policy limits rights you have under mandatory law in your jurisdiction, including any statutory right of withdrawal that may apply to consumers.

Delivery Policy

1. What you receive

Stream Delivery is a service, not a product. There is nothing physical to ship, no software to download and no licence key to enter. What you receive is a delivery that we set up and operate: a signal reaching an operator.

2. When it starts

A delivery is not immediate, and we would rather say so than let you expect otherwise. Every one has to be built before it goes live.

  1. You make a request. It appears in your Panel as processing straight away.
  2. The delivery is built by CEF’s automated systems.
  3. We mark it active, and you receive an email telling you it is ready.

We never send a URL or a passphrase by email. Emails tell you that something changed and send you to the Panel, where credentials are shown masked until you choose to reveal them.

3. What we need from you first

We cannot build a delivery without the origin and the destination. That means the channel and its origin URL (SRT, HLS or RTMP), the SRT mode and passphrase where they apply, and the operator that should receive it.

A request that is missing something waits as processing until we have it, and because counting starts only when we mark a service active, that wait costs you nothing.

4. If we cannot fulfil a request

We cancel it with a reason, tell you by email, and never bill it. That is the rule, not a concession: a cancelled request has never been counted.

5. No hardware, and nothing to install

We do not sell or ship hardware, and there is nothing for you to install or maintain. The Services run on our own infrastructure.

If you need a signal converted into UDP multicast or HLS on a local network (in a hotel, for instance), that is what our separate product Stream Gateway does, on a small appliance at the venue. It is a different purchase, described at stream-delivery.com/services/.

6. Wrong email address

If we do not appear to be reaching you, contact support@cef-technology.com. We can verify your account from our records and correct the address we hold.

7. Delivery failures and refunds

If we cannot make a service work at all, it is cancelled and never billed. Where you have already been invoiced for a service we could not deliver, you are entitled to a full refund, regardless of the refund window in our Refund and Cancellation Policy.

Acceptable Use Policy

This policy sets out what you may not do with Stream Delivery. It forms part of our Terms of Service, and breaking it can cost you your services.

It is deliberately short. The principle behind it: you are responsible for what you transmit, and for having the right to transmit it.

1. Content

You must not ask us to receive, process or deliver content that:

  • You do not hold the necessary rights or licences to transmit. This is the important one. Stream Delivery moves other people’s video for a living; make sure it is yours to move.
  • Infringes copyright, trademark or other intellectual property rights.
  • Is unlawful in the jurisdictions where it originates or is delivered.
  • Depicts child sexual abuse, or incites violence, terrorism or hatred.
  • Is intended to defraud or deceive its audience.

We carry your streams; we do not watch them. We do not review, record or inspect the content passing through the Services, beyond the technical monitoring needed to keep them running. This clause is about your responsibility, not our surveillance, and it is why a rights complaint reaches you, not a filter.

2. The Services and your account

You must not:

  • Resell, sublicense or provide the Services to third parties as your own, without a written reseller or multi-tenant agreement with us.
  • Share Panel credentials, or use an account you were not issued.
  • Attempt to reach another distributor’s channels, operators or services, or any part of the Panel you have not been granted access to.
  • Misrepresent who you are, or who holds the rights to the content you supply.

3. Networks and infrastructure

You must not use the Services to:

  • Attack, overload or disrupt any network or service.
  • Gain unauthorized access to any system.
  • Distribute malware.
  • Evade bandwidth limits or terms imposed by your own connectivity providers, or by the operator receiving a delivery.

4. Our systems

You must not attack, probe or overload the Panel or our infrastructure, attempt to access another customer’s data, or automate requests to our services in a way that degrades them for others.

5. What happens if you breach this policy

Depending on how serious it is, we may:

  1. Contact you and ask you to fix it.
  2. Suspend the affected services.
  3. Cancel your services without refund.
  4. Report the matter to the authorities, where the law requires it.

For anything that is unlawful or causing immediate harm, we may act first and explain afterwards. Otherwise we will normally contact you first and give you a reasonable chance to put it right.

6. Reporting abuse

If you believe someone is using Stream Delivery in breach of this policy, tell us at support@cef-technology.com with as much detail as you can.

Privacy Policy

1. Who is responsible for your data

CEF TECHNOLOGY LLC, a company registered in the State of Wyoming, United States, with registered office at 1603 Capitol Ave., Ste. 310, Cheyenne, WY 82001, USA, is the controller of the personal data described here.

2. What we collect

When you contact us

Name, email address and whatever you write in the message. Our contact form is processed on our own infrastructure at Cloudflare and delivered by Google Workspace to sales@cef-technology.com.

When you create an account on the Panel

Email address, name, password (stored hashed, never in readable form), and your organization if you give it.

When you buy

Billing name and address, country, and tax identifiers where required.

We never receive or store your full card number. There is no payment form on this website. Where you pay by card, it is handled by a payment processor and the card details go to that processor, never through us: we receive only a payment reference, the last four digits, the card brand and the result.

When you use the Services

  • Your channels, operators and services: the names and details you enter, and each service’s status and the dates it changed.
  • Origin and delivery endpoints, including passphrases where you supply them. Passphrases are encrypted at rest and shown masked, and are never sent by email.
  • Operational metrics: stream status and health, throughput and bandwidth.
  • An append-only log of every action taken on a service, and by whom.

What we do not do: watch your content. We carry your video and audio; we do not review, record or inspect it, beyond the technical monitoring needed to keep the Services running.

When you visit the website

stream-delivery.com is a static site. Our hosting provider, Cloudflare, processes standard request data including IP address, for security and delivery. See section 8 on cookies.

Service email is not marketing. We tell you when a service changes state and when a payment fails, because you have an active relationship with us and you need to know. These emails never carry a URL or a passphrase. You cannot unsubscribe from those while your service is active, but they are the only emails we send unless you separately ask for others.

4. Who we share it with

We do not sell personal data and we do not share it for advertising.

We may also disclose data where required by law, to enforce our terms, or in connection with a merger or sale of assets, in which case we will tell you.

5. International transfers

We are established in the United States, and our providers operate globally. If you are in the European Economic Area, the United Kingdom or Brazil, your data is transferred outside your country.

Where required, we rely on appropriate safeguards such as the European Commission’s Standard Contractual Clauses. You can ask us for details.

7. Your rights

Depending on where you live, you may have the right to access your data, to have it corrected or deleted, to restrict or object to its processing, to receive it in a portable format, and to withdraw consent where processing relies on it.

If you are in the EEA or UK you may also complain to your supervisory authority. In Brazil, the LGPD grants comparable rights. In California, the CCPA gives you rights of access and deletion, and the right not to be discriminated against for exercising them. And, to be explicit, we do not sell personal information.

To exercise any of these, email sales@cef-technology.com. We respond within 30 days. We may need to verify your identity first.

Some data we cannot delete on request: we must keep invoices for tax purposes, and we must keep the endpoints and credentials of a service that is still running, because deleting them would stop the delivery. We also keep the service log, since removing an actor from it would misattribute what they did rather than erase it.

8. Cookies

The marketing site sets no tracking or advertising cookies. The Panel uses a session cookie, strictly necessary to keep you logged in. Full detail in our Cookie Policy.

9. Security

We protect your data with HTTPS everywhere, hashed passwords, access controls on the Panel, and by keeping card data entirely out of our systems.

No system is perfectly secure. If a breach affects your personal data, we will notify you and the relevant authorities as the law requires.

10. Children

Stream Delivery is a professional broadcast service, sold to businesses. It is not directed at children and we do not knowingly collect data from anyone under 18.

11. Changes

We will publish any update here with a new date, and notify account holders by email of material changes.

Cookie Policy

1. The short version

The marketing site stream-delivery.com sets no cookies of its own. It is a static site with no analytics, no advertising and no tracking. There is no cookie banner because there is nothing to consent to.

The Panel at panel.stream-delivery.com uses one cookie, and only to keep you signed in.

2. What a cookie is

A small text file a website stores in your browser. Some are essential for a site to work; others track you. We use the first kind, and not the second.

Strictly necessary cookies do not require consent, because without them the service you asked for cannot work.

Cloudflare

Our website is delivered by Cloudflare, which may set a security cookie to distinguish legitimate visitors from automated attacks. This is a security measure, not tracking.

4. What we do not use

  • ❌ Cross-site tracking of any kind
  • ❌ Selling or sharing browsing data

Note for whoever maintains this page: CEF is considering Cloudflare Web Analytics, which is cookieless and privacy-preserving. If that is what gets enabled, this section stays accurate. If Google Analytics 4 is ever added instead, this policy must be rewritten and a consent banner becomes necessary. Do not enable GA4 without doing both.

5. Managing cookies

Every browser lets you view, block and delete cookies, usually under Settings → Privacy.
